Theme: Moving from Vision to Excellence
Vision: Higher education and the healthy development of youth shall be a vital and integral component of New York's long-term strategy for economic development.
Mission: To develop programs and services that will prepare Liberty Partnerships Program Students for excellence and leadership in school, the community and the workplace.
Guiding Principals: 1) New York's higher education community working with shared statewide vision and articulation will provide a powerful and systemic assist to New York's economic and social agenda.

2) Students attending New York public and non-public schools will complete postsecondary education in New York or return to New York after completing their studies elsewhere if they develop a personal commitment to invest in New York's advancement
Summit Goal: To develop seamless and advanced strategies that prepare students for postsecondary education, the workforce and stakeholdership in New York
Conceptual Framework: Intellectual Capital Partnerships Program (ICAPP) University System of Georgia Economic Development Program, America's Promise and the Liberty Partnerships Program.

Who Should Attend?
Representatives from postsecondary education institutions within the Liberty Partnerships Program Network; participating middle and senior high schools; parents, students; the Governor's Office and NYS Legislature; local and state government agencies; community-based organizations; human resource administrators in critical workforce shortage areas

Day 1: Thursday, April 29, 2004
Theme: Charting the Course, Re-affirming New York's legacy as the Empire State
 
Day 2: Friday, April 30, 2004
Theme: Create the Vision-Affirm the Path-Build the Leadership
 
Day 3: Saturday, May 1, 2004
Theme: Going Home/Getting Ready for Work
